Have a set of wheels that are anodized black, would i need to apply a base coat or is this color strong enough to cover the black?

You can coat over anodizing but we recommend applying your powder after thoroughly degreasing the wheel, scuffing that anodizing and blowing off dust prior to coating. You may want to outgas or at least discharge the wheels in the oven for a while before you begin coating. Just Orange should provide good coverage over this anodizing but will likely have a slightly darker final finish when comparing to the sample swatches we provide or the on-line image S-panel which has a bright shiny aluminum substrate. Check mil thickness at flow-out to make sure you are getting the proper coverage. You may want to add a clear coat like Clear Vision PPS-2974 to protect the orange from UV damage.

Does Just Orange PSS-4045 require a clear coat?

Just Orange PSS-4045 does not require a clear coat however, a clear top coat can be of benefit depending application needs and environment. If chemical resistance is needed or protection from areas with caustic chemicals or salted roads then perhaps a clear could provide the added protection you need. However, this scenario is the case, you may consider a primer as well. For Aluminum we offer ESS-6518 and for Steel we offer ESS-10171. If you are looking for additional UV protection, Clear Vision PPS 2974 will add UV resistance, but keep in mind clear tops coats can affect color, so make sure you spray a sample beforehand to ensure you're happy with the results.
